At first this can be a task as got it to attack it once but multiple times was out of the question for me. This was next to impossible when I first tried it. I also read you can eat the smaller octopus and beat the level but I had no luck with that.

I did however find out how to successfully beat this level 29 of Spore. Here is how.
As stated you need to attract the smaller fish to attack the larger one. You will have to make the smaller fish attack the larger one. The trick is once it is attacking the larger fish swim behind the smaller fish and it will continue to attack just as if you swam in fornt of it. So get the small fish to attack and swim behind it until it kills the fat fish and EAT!

ok, thanks but how do i get the smal brown fish to attack the fat fish????
You need to swim close to the brown fish so it chases you. You need to attract the smaller fish so they are close to the fat fish. Once you have a small fish and the fat fish close to each other swim in front of the smaller fish and it will go to attack but instead of attacking you it will attack the fat fish. Thats when you need to swim directly behind the attacking fish so it keeps killing the fat fish.

I found an easier way to beat level 29. Build up your heart levels to 3.5 either by rubbing against the green coral or by attacking the blue/green fish when its blue. The green corals are just left of where you start. Once your heart level is high enough from the Green Coral go SouthWest and now you can eat the squid for food. Eat the squid when its not discharging ink swim back up to the green coral then back down and the squid should be there again. I lost my patience make small fish swim into big fish so I found another way.
